In response to this question, we were told during migration that EISI builds MFHDs from the item records with a separate MFHD created for each unique combination of Location, Call Number, and Copy number. In our case, we are 2 organizations with 56 locations. Consider that, with multiple copies and the number of MFHDs does add up very quickly.

Just curious, but how does your library happen to have 150 MFHDs attached to a single bib? The most we have is probably ten or so.

As I said, I'm just curious and was wondering what circumstances led to that.
